Method
Thirteen projects run under the same written rules. Agents propose the change; a person reads it and signs off before it lands. Nothing reaches your code unread.
Every project carries the same rules on disk. An agent reads them before it reads the code.
Workers run in parallel against those rules. They never push.
The change is re-read and the checks are run before any of it lands.
When they change, all thirteen projects move to the new version together.
