The thesis
A screen that hides the state of the system is not an interface.
Customers do not experience your strategy. They experience the interface. Citizens meet policy as forms, offices, and delays.
A visitor meets a destination as a menu, a walking route, and a question asked in a language nobody at the counter reads. That is what we build.

Every project carries the same rules on disk. An agent reads them before it reads the code.

Workers run in parallel against those rules. They never push.

The change is re-read and the checks are run before any of it lands.

When they change, all thirteen projects move to the new version together.
